Gravity and variable light speed

Could the speed of light not actually be constant but only appear so due to the increasing size of the Universe? The measuring tools and observers would be expanding while the measurements are taken. Perhaps what should more properly be recognized as constant is the time it takes light to traverse the entire universe.

As the universe expands the speed of light would also increase. This would in turn cause an increase in the size of the individual atoms (Bohr Radius) and again the universe. This would be a vicious cycle that drives an acceleration of the expansion of the universe. The result of this accelerating expansion would manifest itself as gravity.( often stated as indistinguishable from acceleration)
